Chinese talent-plan funding, rather than simply omitting the information on forms. The FBI has historically pursued similar China-related cases only when they allegedly involved stealing trade secrets, more commonly in the corporate sector. But the agency recently began prosecuting people in academia—where much research is intended to be shared publicly—on lesser charges such as false statements or fraud.

at the direction of a high-level Chinese intelligence official, Ji allegedly attached background reports on eight US-based individuals who Beijing could target for potential recruitment as spies, according to a federal criminal complaint.Current and former intelligence officials, lawmakers and several experts told CNN that Beijing inserts spies into the 350,000 students China sends to the U.S. every year to undermine American industries and recruit more potential spies. “We assess that China’s intelligence services will exploit the openness of American society, especially academia and the scientific community, using a variety of means,” according to the intelligence community’s World Wide Threat Assessment released Tuesday.
