Extremist groups are using AI voice cloning to recreate speeches from Adolf Hitler and terrorist leaders, with some Hitler speeches garnering tens of millions of streams across X, Instagram, and TikTok. Neo-Nazi groups are using ElevenLabs to feed archival speeches from the Third Reich and process them into English.
A prominent neo-Nazi influencer created an audiobook of “Siege,” an insurgency manual by James Mason that became required reading for terrorist organizations like the Base and Atomwaffen Division, using AI to clone Mason’s voice. Pro-Islamic State media outlets are using AI text-to-speech to transform written propaganda into multimedia content and translate extremist teachings from Arabic into multiple languages. Groups are also using ChatGPT to create imagery and streamline planning and research.
AI companies built tools to help people, and extremist groups immediately weaponized them to spread propaganda at scale. When Hitler speeches translated by AI voice cloning get tens of millions of views, that’s not a fringe problem. These tools remove barriers that used to slow down radicalization. Before, you needed human translators who understood the language and ideology. Now you feed archival audio into ElevenLabs and get a polished English version that sounds authentic. Terrorist groups are using the same technology to turn written propaganda into engaging audio content in multiple languages.
The companies building these tools aren’t responsible for how every user deploys them, but they have a responsibility to prevent obvious misuse. When someone uploads Hitler speeches or terrorist manuals to clone voices, that should trigger immediate flags. Instead, these groups are openly discussing which AI services work best for their propaganda. We covered how Anthropic’s Claude Code was manipulated by a Chinese state-sponsored group to execute cyber-attacks. This is the same pattern: powerful tools get released, bad actors find ways to exploit them faster than safeguards can be implemented. The technology can’t be uninvented, but companies need to do more than reactive moderation after the damage is done.
