October 27 SPEAKER MIKE JOHNSON: Contingency funds are NOT legally available to cover SNAP benefits right now.”
Trump’s refusal to release emergency SNAP and Head Start funds makes hunger a bargaining tool, turning aid for children and families into leverage in a political standoff documented by AP and Reuters.

NOV 7 Supreme Court says Trump does not have to pay full SNAP benefits for November.

Justice Ketanji Brown Jackson pushed the appeals court to quickly issue a ruling on whether the administration deserved to have the order stayed further while the appeals court considers its legality.
“The applicants assert that, without intervention from this Court, they will have to ‘transfer an estimated $4 billion by tonight’ to fund SNAP benefits through November,” Jackson wrote.
That money was to come from so-called Section 32 funds that the Trump administration said it did not want to use to augment a partial payment of SNAP benefits that federal officials planned to make. The partial benefits payment would come from $4.6 billion in contingency funds set aside by Congress for that purpose.

In two weeks:
We sued the Trump Admin.
We won.
We declared a state of emergency and directed millions of dollars directly into our food banks
We stood together as Pennsylvanians — donating time, money, and food to our neighbors who needed it most.
And because we fought and won, Pennsylvania is now in the process of driving out November SNAP benefits.

“The Trump administration does not appear to need a court order in order to pay out November SNAP benefits; it could simply choose to do so…”

Government tells states to ‘immediately undo’ steps to fund November SNAP benefits

EMERGENCY SNAP FUNDS ARE GONE

The court was 8-0 (1 recusal) KJB delivered the opinion because it was a Massachusetts case, which is her circuit, but it was a per curium order of the entire court.

Trump attempted over the weekend to try and claw back the 5 billion from the states. USDA sent out the Authorization and he can’t get it back.

Trump wanted to jump over the lower court on an appeal and go straight to SCOTUS. KBJ ruled No, it has to finish in the lower court first. If she hadn’t ruled in this way, it could’ve sat on the SC docket for months with NO payments going out.
