Smedley Butler, born on 12 March 1881 in West Chester, Pennsylvania, USA, was a Marine Maj. Gen. who was awarded two Medals of Honor for his actions in the Mexican Campaign in 1914 and the Haitian Campaign in 1915.2 He became a celebrity during his career, and a fictional version of himself was played by Lon Chaney in the hit movie “Tell It to the Marines” at the age of 45. The book “Gangsters of Capitalism: Smedley Butler, the Marines, and the Making and Breaking of America’s Empire” by journalist Jonathan M. Katz delves deep into Butler’s life and identifies him as the embodiment of the first four decades of American imperialism.1 The movie “Amsterdam,” starring Christian Bale, Margot Robbie, and John David Washington, veers so far from the historic record that Jonathan M. Katz estimates the film is only “10%” accurate.
The main reason you don’t hear much about Smedley is that after leaving the military he wrote a number of pieces that are very critical of the US foreign policy, how involved US business interests (United Fruit Company) are in foreign policy and how they direct the US war effort.

Gerald MacGuire, a prominent Connecticut businessman, became deeply involved in a reported plot to overthrow the presidency of Franklin Roosevelt.
The Business Plot, also called the Wall Street Putsch[1] and The White House Putsch. was a political conspiracy in 1933, in the United States, to overthrow the government of President Franklin D. Roosevelt and install Smedley Butler as dictator.[2][3] Butler, a retired Marine Corps Major General, testified under oath that wealthy businessmen were plotting to create a fascist veterans’ organization with him as its leader and use it in a coup d’état to overthrow Roosevelt. In 1934, Butler testified under oath before the United States House of Representatives Special Committee on Un-American Activities (the “McCormack–Dickstein Committee”) on these revelations.[4] Although no one was prosecuted, the congressional committee final report said, “there is no question that these attempts were discussed, were planned, and might have been placed in execution when and if the financial backers deemed it expedient.”
Early in the committee’s gathering of testimony most major news media dismissed the plot, with a New York Times editorial characterizing it as a “gigantic hoax”.[5] When the committee’s final report was released, the Times said the committee “purported to report that a two-month investigation had convinced it that General Butler’s story of a Fascist march on Washington was alarmingly true” and “… also alleged that definite proof had been found that the much publicized Fascist march on Washington, which was to have been led by Major Gen. Smedley D. Butler, retired, according to testimony at a hearing, was actually contemplated”.[6] The individuals involved all denied the existence of a plot.

Flash Boys 2.0: Frontrunning, Transaction Reordering, and Consensus Instability in Decentralized Exchanges

Blockchains, and specifically smart contracts, have promised to create fair and transparent trading ecosystems.
Unfortunately, we show that this promise has not been met. We document and quantify the widespread and rising deployment of arbitrage bots in blockchain systems, specifically in decentralized exchanges (or “DEXes”). Like high-frequency traders on Wall Street, these bots exploit inefficiencies in DEXes, paying high transaction fees and optimizing network latency to frontrun, i.e., anticipate and exploit, ordinary users’ DEX trades.
We study the breadth of DEX arbitrage bots in a subset of transactions that yield quantifiable revenue to these bots. We also study bots’ profit-making strategies, with a focus on blockchain-specific elements. We observe bots engage in what we call priority gas auctions (PGAs), competitively bidding up transaction fees in order to obtain priority ordering, i.e., early block position and execution, for their transactions. PGAs present an interesting and complex new continuous-time, partial-information, game-theoretic model that we formalize and study. We release an interactive web portal, this http URL, to provide the community with real-time data on PGAs.
We additionally show that high fees paid for priority transaction ordering poses a systemic risk to consensus-layer security. We explain that such fees are just one form of a general phenomenon in DEXes and beyond—what we call miner extractable value (MEV)—that poses concrete, measurable, consensus-layer security risks. We show empirically that MEV poses a realistic threat to Ethereum today.
Our work highlights the large, complex risks created by transaction-ordering dependencies in smart contracts and the ways in which traditional forms of financial-market exploitation are adapting to and penetrating blockchain economies.
