Buchang Zhao, who co-founded Shandong Buchang with his son, was implicated in a  bribery scandal in July 2007. Buchang was named among the executives of eight drug companies that bribed Zheng Xiaoyu, former head of the of the State Food & Drug Administration in China.

In his confession to the Chinese Communist Party, Zheng admitted to accepting $850,000 in bribes from the drug companies. Zheng was sentenced to death for corruption and dereliction of duty and was executed on July 10, 2007.

The Panama Papers and the Paradise Papers — troves of millions of documents which described improprieties involving offshore financial entities — provide some detail on transactions involving the Zhaos, including a financial entity registered in Bermuda to Xiaohong Zhao. Xiaohong is Zhao Tao’s wife, according to multiple Chinese publications.

Another entry lists Zhao Tao as a shareholder of China Dream Capital, which is described on its website as a “boutique investment bank.” The organization’s website also states that it advised a transaction involving Chinese environmental energy company BCCY and Sequoia Capital, the prominent venture capital firm headquartered in Menlo Park.

China Daily, the English-language newspaper of the Chinese Communist Party, published a detailed profile of Tao in 2016, describing his business successes.

“The current Zhao Tao is not merely a business in Jilin, but also a ‘name card’ that publicizes Jilin here and there,” it stated, referring to the northern Chinese province in which a Shandong Buchang subsidiary is headquartered, according to Bloomberg.

The U.S. Department of Homeland Security (DHS) this week issued a new Binding Operational Directive (BOD) instructing federal agencies and departments to act more quickly when it comes to patching serious vulnerabilities in internet-exposed systems.

Specifically, BOD 19-02 gives government organizations 15 days to address critical vulnerabilities and 30 days for high-severity flaws. The countdown starts when a vulnerability was initially detected, rather than when it was first reported to agencies.

Internet-exposed government systems undergo Cyber Hygiene scanning to help agencies identify vulnerabilities. The recently created Cybersecurity and Infrastructure Security Agency (CISA) provides regular reports to agencies, informing them of the detected flaws, classified based on their CVSSv2 score.

The new BOD 19-02 also instructs the CISA to provide technical expertise and guidance for remediation, and send a monthly report to the Office of Management and Budget (OMB) to identify trends and challenges and facilitate any policy or budget-related actions that may be required.

NSA’s Ghidra Reverse Engineering Framework Stirs Up Malware Researchers

The National Security Agency released a free, public version of Ghidra, a set of tools developed internally for software reverse engineering. The agency will also release Ghidra’s source code, allowing users to improve the framework’s feature set and turn it into a more effective tool.

Ghidra became known in the security community after WikiLeaks published the “Vault 7” documents, which referenced it as a reverse engineering tool created by the NSA’s Research Directorate, among hacking tools used by the Central Intelligence Agency.

If you’re wondering why the NSA made these tools available, senior advisor for the NSA Robert Joyce said the move was powered by the need to improve cybersecurity tools, to build a community, to educate new talent, and to show what the agency uses the tax money for.

Of course, since this is what the agency uses internally for reversing engineering software, opening it to a larger audience means that NSA can have it improved with code from contributors.

NSA rolled out a version of Ghidra for the public, available for macOS, Windows, and Linux on a dedicated website. A GitHub repository is also present, where the code is expected to be published. Joyce spoke (slides here) about how the toolkit can be used and discussed its strong points.
